On 31 July 2021, Vietnam’s Vice Prime Minister Vu Duc Dam issued a new circular extending the social distancing in Ho Chi Minh City and other hard hit localities for 14 more days. This continue social distancing will be governed by Directive No. 16 until at least 14 August. In addition, Ho Chi Minh City will continue to impose a curfew between 18:00 and 6:00 in which only emergency vehicles will be allowed on the streets, and even during the day travel between districts and wards within the city will be restricted. This is the second month of some form of social distancing for Ho Chi Minh City. On 24 July, Vietnam’s capital, Hanoi, began a 15-day lockdown under Directive No. 16 which is still in effect. Indochine Counsel continues to curtail our in-person activities though we are still available for remote services as outlined previously.

Ho Chi Minh City, 8 June 2021 --- Indochine Counsel advised Truong Hai Auto Corporation (Thaco Group) in acquisition of a 100% stake in E-mart Vietnam Co., Ltd. from South Korea’s largest retailer E-mart Inc. As part of the deal, the parties have also entered into a strategic franchise arrangement whereby E-mart will no longer operate its brand discount stores in Vietnam, but all stores will be operated by Thaco using the E-mart brand.

In a ranking released on 25 January 2021, Asia Business Law Journal listed the top 100 lawyers in Vietnam. Ho Chi Minh City, 31 March 2021 -- For many years now Indochine Counsel has published an updated legal guide that provides an in-depth survey of the major legal issues facing investors and companies in Vietnam. Over the last several months, the lawyers at Indochine Counsel have worked to update that legal guide and prepare a new version inclusive of the many new laws that were promulgated in 2020.

Ho Chi Minh City authorities have extended the lockdown on 20 July. The city will now be locked down according to Prime Minister’s Directive No. 16 until at least 1 August. At Indochine Counsel we have been closely following the developments of the Covid-19 virus, as the fourth outbreak has hit Vietnam and particularly Ho Chi Minh City and nearby provinces. As of today, the leaders of the City have instructed all localities to implement the Prime Minister’s Directive No. 16/CT-TTg dated 31 March 2020 on implementation of urgent measures for prevention and control of Covid-19 calling for individual and organizational responsibility in dealing with the outbreak. Accordingly, Ho Chi Minh City will enter into a citywide lockdown for 15 days starting from 0:00 AM, 9 July 2021.

The recent fourth wave of Covid-19 infections has come to Ho Chi Minh City where Indochine Counsel’s main office is located. With a large number of cases recorded at the end of last week on Sunday, 30 May 2021, the Ho Chi Minh City People’s Committee has imposed social distancing in the city starting from 31 May and lasting for two weeks in accordance with the Government’s Directive 15.

Last Wednesday, Vietnam's Prime Minister Nguyen Xuan Phuc announced that Ho Chi Minh City, Da Nang, most of Hanoi, and all but two of the provinces were to be removed from the high-risk category in the fight against Covid-19. On Saturday, 26 April 2020, he issued Directive No. 19/CT-TTg on continued measures for prevention and control of Covid-19 (“Directive 19”).

While earlier we had hoped that Vietnam would be spared much of the trouble, we are more than 200 confirmed cases, and Prime Minister Nguyen Xuan Phuc has issued Directive No. 16/CT-TTg dated 31 March 2020 on implementation of urgent measures for prevention and control of Covid-19 calling for individual and organizational responsibility in dealing with the outbreak. Just today, among others, the Prime Minister has ordered a range of stringent social distancing measures, including restricting people from leaving their homes and banning gatherings of more than two people in public.
