The Promise of Green Hydrogen and Green Ammonia in Decarbonising Vietnam’s Industrial Future

On 10 July 2025, Indochine Counsel was proud to join Vietnam’s top energy voices at Solar & Storage Live Vietnam 2025, the country’s premier platform for clean energy dialogue, where our Associate Mr. Pham Hoang Vu, Deputy Head of Projects & Infrastructure, moderated the panel:

“The Promise of Green Hydrogen and Green Ammonia in Decarbonising Vietnam’s Industrial Future”.

This year’s event brought together 161 speakers, featured 25 panel discussions and 37 presentations, and welcomed over 200 exhibitors and sponsors along with 5,817 delegates, impressive figures that reflect the growing momentum of the clean energy sector in Vietnam.

So, what did the discussion cover? 

The panel went beyond high-level trends to share practical, grounded insights. Real examples included hybrid energy models like Renewstable®, designed for island and off-grid use cases, and pilot agreements signed with provinces such as Quảng Ngãi and Phú Quý, which highlighted the urgent need for clearer implementation guidance at the provincial level.

A key challenge discussed was bankability, especially the difficulty of structuring viable offtake arrangements under the current regulatory framework. From a legal and policy perspective, all speakers agreed: Vietnam urgently needs a more detailed legal framework – one that can provide clarity, reduce uncertainty, and lay the foundation for long-term investment in the hydrogen and ammonia sectors.

Our takeaway? 

With the amended Power Development Plan VIII, Vietnam’s National Hydrogen Strategy, and Decree 58 on just energy transition now in place, green hydrogen and ammonia are no longer distant ideas. They are real tools for industrial decarbonisation, clean transport, and energy access in remote areas. But turning this potential into progress will require not just ambition, but also clear rules, capable institutions, and trust-based collaboration.
