On its journey towards privacy empowerment, Vietnam has recently taken a monumental leap with the official launch of the National Portal for Personal Data Protection (NPDP). This event, following the enactment of Decree No. 13/2023/ND-CP on Personal Data Protection (Decree 13), marks a significant milestone in Vietnam’s commitment to securing privacy and fending legitimate rights of its citizens as data subject, immersing in the global trend of data protection.

User-friendly interface
The NPDP is introduced with a sleek and tidy design. All of its sections and tabs are transparently and simply displayed, making the NPDP accessible for most users. The operation is quite smooth and effortlessly navigating. Users can easily login using their identification accounts granted by the National Portal, by the Ministry of Public Security (via VNeID mobile application), or by the Vietnam Post.
Full access to reference legislation and information
On the NPDP homepage, users can conveniently access pivotal regulations related to personal data protection. This includes fundamental definitions such as ‘personal data’, ‘data subject’, ‘data controller, processor’, along with the rights conferred and obligations imposed. A list of comprehensive regulators involved in personal data protection activities is also provided, each accompanied by their specific responsibilities.
Online administrative procedures performance
Apart from direct submission, all administrative procedures under Decree 13 can now be performed only via the NPDP, including: Notify violations of personal data protection regulations; Notify the submission of/changes to personal data processing impact assessment dossier; Notify the submission of/changes to offshore transfer of personal data impact assessment dossier; and Administrative procedures dossiers look-up. Step-by-step instructions for dossiers filing are also available for reference. Once successfully lodged, relevant dossiers can be managed in the ‘Quản Lý Hồ Sơ’ tab with detailed updates on the status. Notwithstanding, online submission does not come with a formal receipt. So far, it appears that the NPDP seems quite easy to get around with.
The NDPD serves as an effective instrument for enhancing Vietnam’s data protection landscape, streamlining compliance for stakeholders across sectors.
